The Active Dispute as the Strongest Predictor of Violence in the Near Term: A Strategy for Identification, Risk Assessment and Intervention by the Police

Abstract

Policing strategies to reduce violence have concentrated on geography (hotspots) and on known offenders (hot people). The Rochester Smart Policing Initiative has added recent violence associated with disputes to this list of predictors. The project involves identifying disputes, assessing the risk of retaliatory violence and developing individualized interventions to prevent further violence. This requires treating disputes as an organizing principle on par with calls-for-service and reports of crime. This presentation will examine the theory and research underlying the project as well as project processes and outcomes, and it will discuss lessons learned along the way.
