As first a student/law enforcement officer and later as a researcher there have been ample opportunities to observe the different perspectives on data. This paper explores aspects of law enforcement data use, and contrasts that with the view of an external researcher. In both cases there is a desire to see clearly the issues and solutions at hand. The external perspective of the external researcher often brings into light different aspects of a given question. The ultimate success of such projects requires the inside/outside merging of perspectives. The partnership research is greatly enhanced by persons who understand the work environment and the research challenge and ethics.
