Testing Crime Displacement Effect on Installing CCTVs

Abstract

Many cities have installed Closed-Circuit Televisions (CCTVs) in public areas (Farrington et al., 2007). However, a common criticism leveled at crime prevention is that it simply displaces crime (Barr & Pease, 1990; Cornish & Clarke, 1987; Guerette, 2009; Eck, 1993; Weisburd et al., 2006). This study tests the crime displacement effect on installing public Closed-Circuit Television (CCTV) in residential neighborhoods. By the ArcGIS techniques, buffers (150, 300, and 600 feet) were made from the CCTV locations, and crime density maps were also made to see whether there was a crime displacement. The results showed that there was no crime displacement in the outside of study area in both property and violent crimes.
