In 2001, 2011, 2012, China published three important legal documents related to the national counter-terrorism policy, which are also seen as the framework of Chinese counter-terrorism strategy in the new era. In 2014, the establishment of National Security Commission of the Communist Party of China further declared that China has come to a new stage of responding to the issues of homeland security. Hence, how these new strategy and organization will influence the count-terrorism and homeland security cooperation efforts between China and American, has inherently become a critical question to be considered. In order to attribute to the literature on this subject, the present article primarily was aiming to provide a comparative review on Chinese new counter-terrorism and homeland security strategy with its U. S. counterpart. Additionally, based on comparative study of the terrorism and homeland security threats as well as the legal and law enforcement strategy between these two countries, this paper also attempts to conduct a general discussions on if and how China and America can cooperate with each other in the future count-terrorism and homeland security activities.
