Abstract

It is of the utmost concern of every country to protect its citizens from any and all external forces that threaten its well- being. Some of such threats consist of acts of terrorism or the imminent threat of war. What this calls to question next is international law and how we are to process such acts that involve other countries due to laws differing from one country to the next. Are the charges held accountable in the country the crime took place or from which the perpetrator is a citizen of? Our work will look into the silence associated with international law and responses to the silence as well as how to make international law more effective. The biggest concern with international law is compliance. Is it a sanction, norm, or does it simply function as a common law?
