Humanizing Counterterrorism at the United Nations Security Council

Abstract

This paper examines the following issues: (1) the evolution of efforts to mainstream human rights into the organization’s counter-terrorist policies and practices focusing on the workings of the UNSC; (2) the key actors and processes that have contributed to this outcome and provide credible causal explanations for such an outcome; (3) the overall impact of these developments and, in particular, the extent to which they have enhanced the legitimacy of such policies and practices; and (4) the way in which these developments could affect future implementation by the UN system of the Global Counter-Terrorism Strategy.
