Using United States Sentencing Commission Data and Presentence Investigation Reports for Research on Transnational Organized Crime and Human Trafficking

Abstract
This panel presents three studies using similar methods to explore federal sentencing data and Pre-Sentence Investigation Reports (PSRs) maintained by the United States Sentencing Commission (USSC) to examine different aspects of transnational organized crime and human trafficking. The first study examines typologies and structures of human trafficking organizations. The second study develops a methodology for identifying facilitating crimes and offenders in federal sentencing data. The third study examines the federal criminal justice system responses to human trafficking, focusing on case flows from initial charges through to conviction, sentencing, and correctional custody. Understanding and measuring the impact of the federal policy response to these crimes is important and the data collected and maintained by the USSC are useful tools for doing this. Additionally, USSC data is valuable for studying individual offenders and criminal enterprises.
