Abstract

The four papers in this panel explore the intersection of race, law and the new policing. Investigative stops, a cornerstone of the new policing, have been the focus of extensive research and litigation that highlights its tension with constitutional law, civil rights and public policy. These papers provide new evidence and analytic models that illustrate the tensions and the limitations of the new policing.
