Roundtable: Issues in Illicit Tobacco--Violence, Terrorism, and Control Strategies

Abstract

Illicit trade in tobacco products (ITTP) is a widescale phenomenon around the world. As regulations and taxes on legal tobacco rise, opportunities for ITTP become more attractive for criminals. This panel focuses on three aspects of the fight against ITTP. First, although the market for illicit tobacco in most parts of the world has not been anywhere near as violent as that for illicit drugs such as cocaine, the prospect of violence will grow as the legal market becomes more regulated. What can be learned from experience with violence reduction efforts applied to other markets? Can programs such as Pulling Levers (focused deterrence) be applied to ITTP? Second, there is recent evidence that some ITTP in the U.S. and elsewhere helps fund terrorist organizations in the Middle East. What do we know about these links and what can be done? Third, what lessons (positive or negative) can we apply from the War on Drugs and efforts to combat organized crime in other black markets?
