What would it look like if a police force was reoriented to capitalize on the criminological theory and research on reducing recidivism? In the UK, Offender Mangers have become a key part of policing in an effort to “reduce demand” for police by reducing future crime of serious and prolific offenders. The Turning Point study worked with a large police force in the UK to build on this Offender Manager role, creating “turning points” towards desistance for early offenders. This paper reports on the qualitative outcomes of these efforts to transform officers’ roles and attitudes.
