The Changing Characteristics of Identity Fraud in the United States: An Analysis of Federal Case Data with a Focus on Medical Identity Fraud

Abstract

This presentation is based on an update of information for the Center for Identity Management and Information Protection’s (CIMIP) ongoing study “The Changing Face of Identity Theft.” The project has its roots in CIMIP’s original study of over five years of U.S. Secret Service closed cases on identity crimes, highlighting patterns and trends in the commission of identity crimes. This presentation covers the integration of data on federal prosecutions of identity crimes from 2009 through 2015. Special attention is paid to the growing problem of medical identity fraud and comparisons are made to research completed by the Medical Identity Fraud Alliance (MIFA). Recommendations for enhancing the control and prevention of medical identity fraud are offered.
