Cross-sectional and Longitudinal Variation in the Use of Restrictive Housing across Ohio Prisons

Abstract

Recent studies and reviews identify a range of fundamental, unanswered questions centered on the use of restrictive housing. This current paper is part of a National Institute of Justice-funded project that seeks to answer many of those questions by examining the use and impacts of restrictive housing in Ohio. The goal of this particular paper is to describe current differences in the use of restrictive housing between Ohio prisons and how its use has changed over the past ten years at both the prison and state levels. Possible reasons for these cross-sectional and longitudinal differences are also explored. We utilize statewide, longitudinal inmate housing data to examine variation in restrictive housing use and identify key implications and questions related to these trends for future theory, research, and policy.
