A Criminological Analysis of Electronic Monitoring as a Counter Terrorism Strategy

Abstract

Terrorism and extremist violence are particularly challenging criminological phenomena that call for equally precise answers. In light of technological advances and the rise of electronic monitoring as a tempting criminal sanction and measure, it comes as no surprise that its use has attracted the attention of policy makers interested in preventing extremist violence. This presentation assesses the current state of the art of electronic monitoring as a means to prevent terrorism. In a second step, policies ideas and actions brought forward by lawmakers and politicians are contrasted with a theoretically and empirically underpinned criminological analysis of what electronic monitoring can really achieve as a counter terrorist measure.
