State Juvenile Detention Alternatives Initiative: Literature Review & Preliminary Case Study Findings

Abstract

The Annie E. Casey Foundation is partnering with the WestEd Justice & Prevention Research Center (JPRC) to develop case studies of the Juvenile Detention Alternatives Initiative (JDAI) in four states: Indiana, Massachusetts, Missouri, and New Mexico. The purpose of the case studies is to document what states have done to scale JDAI with quality, what the lessons learned are both in and across states, and to generate findings that can be used to inform practice and scaling up of JDAI and other complex juvenile justice reform initiatives. A literature review on implementation science, specifically that of JDAI implementation and other similar juvenile justice reforms will complement the case studies. The literature review will focus on different stages of implementation to best understand how JDAI implementation has been rolled out and scaled in each of the cast study sites. This paper will summarize the literature review, present preliminary findings from the four case studies, and offer a perspective from the Foundation on how this information will be used to inform the implementation of JDAI at the state level.
