Focal Concerns of Internal Affair Investigators: The Influence of Body-Worn Cameras on Investigations

Abstract

Researchers have examined a multitude of outcomes related to body-worn cameras. One overlooked area is how body-worn cameras influences internal affair investigations. This study examines how internal affairs investigators move throughout their investigations, the criteria they use to determine case credibility, and how body-worn cameras have altered their focal concerns. The study analyzes interview data collected from a single department’s internal affairs division to understand complainant credibility and investigation practices influencing investigative outcomes. Findings indicate body-worn cameras have made initial determinants of violations easier; however, the presence of video can slow down the investigation. Detectives’ focal concerns have changed little from prior investigations without body-worn cameras.
