Measures Against Human Trafficking In China

Abstract

Human trafficking is identified as one of China’s fast growing crimes in the past few years, the estimated crimes in 2013 increased by an average of 58 percent when compared with 2008 figure. Chinese government issued an “Action Plan for Fighting Human Trafficking (2013-2020)” in March 2013. The paper explores China’s new Action Plan and examines China’s responses to human trafficking ranging from prevention mechanism, rescue of the victims, support, resettlement, rehabitation and reintegration into society of trafficked persons, legal and institutional mechanism, education, training and awareness raising and international cooperation. China is not only a source but also a transit and destination country for trafficked victims. Thus, the paper also looks into human trafficking as a serious transnational organized crime along Chinese land borders and analyses the subject of the crime, modus operandi, profiles of crime targets, migratory flows, geographic distribution of crime, forms of exploitation for different crime motives and types of crime most associated with human trafficking. Research shows that various actions have achieved significant results. The paper, inter alia, discusses the root causes of human trafficking in the context of China, challenges in cold cases and the flaws of China’s anti-trafficking legislation and provides recommendations accordingly.
