Findings from the Evaluation of Domestic Human Trafficking Demonstration Projects

Abstract

Since 2014, the Department of Health and Human Services’ Administration for Children and Families has funded 19 projects funded a total of 19 projects across 15 states to improve services for trafficking survivors. The purposes of the DVHT grants are to enhance community capacity to identify DVHT and deliver trauma-informed, victim-centered, culturally relevant services through coordinated case management, a system of referrals, and the formation of community partnerships. This presentation describes findings from a cross-site process evaluation of the first 6 grantees that implemented 2-year demonstration projects between October 2014 and September 2017. The evaluation was designed to detect practice strategies for identifying and engaging victims in service delivery, coordinating comprehensive services across the range of needed providers, and tailoring services to individuals who have experienced severe and long-term trauma. Data include information collected by case managers about clients served and services provided; interviews with grant staff, key partners, and clients; case narratives with case managers; and cost. We discuss the approaches grantees used to implement a collaborative, comprehensive, community-level response to identify and serve domestic survivors of human trafficking.
