Assessing the Threat of Gangs: A Framework for Statewide Intelligence Collection

Abstract

The first node of the the 3-i model of intelligence-led policing requires that police agencies have the capabilities to interpret the criminal environment. A massive intelligence and data collection effort is therefore required of state police agencies given their organizational breadth. Supported by federal grant funds, the New Jersey State Police undertook one such effort, and enlisted an academic partner, the author, to collect and compile this data and intelligence. In addition to presenting a tested framework for compiling and disseminating this intelligence information, this paper touches on the organizational and practical challenges from both a practitioner and academic perspective.
