Young Adults and Staff experiences at Rikers Island: Findings from qualitative research

Abstract

Adolescent brain development research suggests young adults require tailored interventions that differ from those designed for adolescents and older adults. However, there is a significant gap in evidence-based approaches for this population that has been tested in correctional settings or in criminal justice contexts. Vera, in partnership with the New York City Department of Corrections, with funding from the National Institute of Justice, is currently evaluating a new young adult strategy on Rikers Island. The strategy, which will impact 18-21 year old men and women, focuses on developmentally appropriate programming, education, young adult only housing units, new staff training, and the elimination of punitive segregation. Vera will present findings from the qualitative component of the study, which will draw upon young adult interviews, staff focus groups, and facility observations. Discussion will focus primarily on the experiences of young adults with programming and in young adult exclusive housing units, challenges faced by staff, and the strengths of the new strategy.
