This study examines the effectiveness of a graduated sanctions scheme that was implemented under Kansas’ Justice Reinvestment Initiative (JRI). In an effort to increase compliance and reduce recidivism, JRI enacted swift and short terms of incarceration for probationers’ facing technical violations. The study employs data from the Kansas Sentencing Commission and the Kansas Department of Corrections (FY 2014 to FY 2017). The primary objective of the study is to determine for whom the graduated sanctions scheme is effective. Results and major policy implications will be discussed.
