In November 2014, California voters passed Prop 47, which reclassified many felonies and 'wobblers' as misdemeanors in an effort to reduce county jail populations. After implementation, county jail populations declined, with potential collateral consequences. This paper uses data from San Diego law enforcement and HMIS to test the hypothesis that large scale reductions in jail population increased homeless populations. Final results are reported.
