A Qualitative Examination of Young People of Color Experiences with Stop, Question, and Frisk, and Housing Trespass Enforcement, and Their Engagement in Police Reform

Abstract

This study examines the lived experience of young people of color who have had direct and/or indirect experiences with stop-question-frisk and housing trespass enforcement in New York City. It uses a subset of focus group transcripts from data gathered during the Joint Remedial Process in New York City. The Joint Remedial Process ordered in 2013 by Federal Judge Shira Scheindlin created a unique opportunity to better understand how young people of color experience stop-question-frisk. There are three primary goals of this research: 1) to understand the direct and indirect street stop encounter experiences of young people of color in NYC between the ages of 14 – 21 who live within New York City; 2) to understand the stop experience of young people of color between the ages of 14 – 21 who have had direct or indirect experiences with trespass enforcement within New York City housing developments; and 3) to use the voice of young people of color to inform and develop a framework for police engagement with New York City young people of color.
