Have Federal Consent Decrees Reduced Police Homicides?

Abstract

No study has yet examined the consent decree reform tool’s efficacy in reducing police homicides. Using a panel of police department-level observations, I evaluate the effect of federal intervention in police departments on police homicides. Given the limitations inherent in the Supplementary Homicide Reports, I use an online dataset known as Fatal Encounters which reports police killings going back to 2000.
