Abstract

Earthrise Enterprise Inc. is a non-profit business located in the confines of the Berks County Services Center in Reading. It was established in 1992 by the Berks County Juvenile Probation Office to address the needs of youth in the juvenile justice system ordered to pay restitution, court costs and fines. However, when program expanded the emphasis was placed on the juvenile’s personal development.
Youth are employed in a snack shop where they get the opportunity to learn employment skills while earning money. They receive basic minimum wages, with the opportunity to earn raises or other rewards (e.g. gift certificates). The program aims to enhance and strengthen self-esteem; increase communication, decision making, and social skills; help to develop stronger work ethic, and provide a broader awareness of career opportunities but also provide an opportunity for youth to pay off their restitution, fines, and court costs. In other words Earthrise Enterprise help juveniles to complete their probation requirements, close their cases and reenter society with newly acquired skills.
This study evaluates Earthrise Enterprise goals and objectives, its value for juvenile justice system and assess need for similar businesses in Pennsylvania.
