Misdemeanor Arrests and Violent Crime: A Policing Paradox

Abstract

Although numerous studies indicate that targeted enforcement in high crime areas is associated with crime declines (Braga, etc etc.), this approach may also result in increased complaints (Rengifo & Fowler, 2016). As police agencies respond to mounting public criticism over disproportionate stops and arrests, some agencies such as Los Angeles and Baltimore have dramatically reduced enforcement activities. However, reductions in enforcement activity have resulted in criticisms that crime is again on the rise. This situation presents a paradox – increased enforcement in hot spots may be unsustainable while dramatic reductions in arrests may lead to increased crime. This study will analyze the impact of misdemeanor arrests on violent crime in two cities with differing approaches in an effort provide useful information to law enforcement agencies that are struggling to balance crime control and citizen satisfaction objectives.
