Abstract

In recent years, the FATF and other numerous institutions at national and international level have recommended the use of a risk based approach to improve the prevention of corruption and infiltration in public procurement and the legal economy. This approach requires identifying a number of risk factors and red-flags which would allow early-detection of companies and procurement at higher risk, on which to reallocate investigative resources and strengthen due diligence. However, despite the success encountered by this approach among policy-makers, academic research has not advanced much in this field. This thematic panel reviews a number of empirical works, based on three EU co-funded projects, which have identified and tested risk indicators of corruption in public procurement and of organised crime infiltration in legal businesses. It illustrates the different methodological approaches and variables adopted, and discusses strengths, challenges and implications for the public and private sector.
