In 1965 New York State established a new agency within the criminal justice arena of state government, the New York State Identification and Intelligence System, or NYSIIS. The circumstances in the next five years, when NYSIIS was merged with two other agencies to become a part of a Department of Criminal Justice Services with a much reduced mission illustrate a classical problem that occurs when theory clashes with the real world. The purpose of this paper is to review some of the previously unexamined circumstances of this clash and to illustrate thereby some conditions that theorists ignore at their peril.
