Many if not most evaluations test outcomes of an intervention at multiple follow-up points. The purpose of measuring outcomes at different points generally is to get a longitudinal perspective of the intervention. While such assessments are perfectly reasonable and even advisable, the multifaceted and heterogeneous nature of evaluation assessment periods across individual evaluations (even those of the same program) present a dilemma: it is not clear which period should be assessed to determine effectiveness. This presentation examines the results from a pilot program that rates the effectiveness of various interventions at different follow-up periods and presents an alternative approach to rating interventions.
