Evaluating the Trauma-Informed Abusive Partner Intervention Program in Manhattan, NYC

Abstract

Objective: The Urban Institute’s is conducting a process & outcome evaluation of the Urban Resource Institute’s (URI) Trauma-Informed Abusive Partner Intervention Program (TI-APIP), with support from the Manhattan District Attorney’s Office. TI-APIP aims to implement a trauma-informed approach to abusive partner programming by acknowledging that violence toward intimate partners is often linked to, though not always caused by, previous traumatic experiences. TI-APIP aims to reduce re-traumatization for participants and to reduce violence between participants and their partners. Urban’s evaluation spans 42 months, from January 2020 to June 2023.
Methods: From January 2020 through March 2022, and throughout the COVID-19 pandemic, Urban examined the implementation of TI-APIP through the following activities: conducted interviews with URI leadership, program staff, and other legal system stakeholders; developed a logic model in consultation with URI; observed TI-APIP sessions; began fielding a participant exit survey, and; conducted focus groups with TI-APIP participants.
Results: This presentation relays early findings from the process evaluation surrounding the intended population, eligibility, population served, program flow, program operations, and next steps for the evaluation.
Conclusion: While specific to the TI-APIP in Manhattan, early lessons can be used nationwide as part of the larger system’s responses to IPV.
