How Do States Define Prison Violence? An Examination of Policies and Procedures

Abstract

Prison violence jeopardizes the safety and security of prison staff and incarcerated individuals. Limited research has explored the variability in how states define prison violence (e.g., verbal, physical assault) and also injury (e.g., hospitalization). These differences complicate attempts to compare the prevalence and incidence of prison violence across jurisdictions. In this study, we examine how seven states define and respond to prison violence as prescribed by their policies and procedures. A systematic review provides insight into how definitions of violence vary in comprehensiveness across agencies, such as variation in the definition of assault. We highlight critical elements in definitions of violence, such as injury seriousness, mutual fights, the use of weapons, and provocation. The findings provide context as to how researchers can incorporate more specific definitions of violence when working with correctional agencies.
