Pell implementation for incarcerated students: An evaluation of regulations and recommendations for strengthening policy

Abstract

As an organization, College & Community Fellowship (CCF) is committed to removing barriers faced by incarcerated and formerly incarcerated individuals in obtaining a high-quality postsecondary education. Central to CCF’s theory of change are high-touch, gender-specific, and trauma-informed approaches that give women what they need. Our strategies have multi-generational implications and help to dismantle unjust systems that are intrinsically tied to racial oppression, and our work promotes equity through education and other means of social and economic advancement. The current project includes a meta-analysis of peer-reviewed research on reentry, collateral consequences of incarceration, and gender-specific theory and responses in criminal justice along with a policy evaluation of Pell Grant Legislation. Our policy-centered recommendations for Pell implementation, through our series of working Public Comments to the Department of Education and a White Paper Report, will be discussed.
