Pilot RCT of an Assessment and Referral Strategy for Pretrial Defendants with Problematic Substance Use

Thu, Nov 16, 12:30 to 1:50pm, Room 403, 4th Floor

Abstract

Objective. Despite the growing use of pretrial risk assessment and supervision as pretrial reform strategies, there has been limited investigation of strategies to meet the needs of individuals with substance use while under pretrial monitoring. This study examines the effectiveness of a brief assessment and referral-to-treatment strategy to improve pretrial outcomes for defendants with problematic substance use. Data/Methods. Data for this study was collected in a county in central Indiana. Defendants with indicated substance use on the IRAS-PAT were randomized into treatment or control groups. At the first meeting with a pretrial officer, participants consented to participate in the study and received either the treatment consisting of an assessment and referral to treatment (n = 33) or a standard appointment as usual (n = 29). Outcomes included service referral and pretrial failure. Conclusions/Implications. Findings may inform how needs-specific intervention during the pretrial period may improve pretrial outcomes for defendants with problematic substance use. Furthermore, findings may have implications for the types of services and supports provided by pretrial officers.
