Equity in Action: Enhancing Actionable Person-based Analysis for Multi-Disciplinary Team Responses

Abstract

In the past decade, there has been growing legal and research scrutiny surrounding the utilization of person-based lists in investigative and prosecutorial efforts. Nonetheless, the imperative to pinpoint individuals susceptible to victimization or criminality remains crucial for police response strategies, especially as agencies spearhead multi-disciplinary teams or co-response models targeting violent crime, substance abuse, and other concerns. This presentation will demonstrate the application of equitable, intelligence-led person-based analysis, exemplified by the Sonoma County Model, across four police departments. This model serves as a blueprint to guide co-response teams, investigation units, and foster collaboration with community-based violence intervention organizations. This presentation will showcase how the model is instrumental in identifying three critical areas of police priority: 1) chronic offenders and high-risk victims in violent crimes, 2) recurrent victims of substance abuse, and 3) identification of individuals at high risk of human trafficking victimization. By proactively identifying potential victims of re-victimization and individuals at risk of perpetrating violence, early intervention measures can be implemented to disrupt cycles of victimization. This paper underscores the intrinsic value of intelligence-led, person-based analysis in advancing equity, fortifying crime prevention strategies, and advocating for data-driven actions and decision-making within law enforcement agencies.
