Using Intelligence-led and Predictive Policing for Lever Pulling with Prolific Violent Offenders

Abstract

Over the past decade, Peoria, Illinois, has experienced elevated rates of violent crimes against persons. To address and alleviate these elevated levels, the Peoria Police Department implemented a focused deterrence approach and predictive policing strategies. Despite these endeavors, violent crime patterns persisted. An analysis of violent crime data, arrests, and hotspot data indicated that a small, prolific group of offenders were responsible for a disproportionate amount of crime. As a result, forty-five prolific violent offenders were identified and offered social service resources to dissuade potential future criminal behavior. To enhance this approach, hardware, and software technology were acquired to support the intelligence-led policing strategies. Surveys were administered to Peoria Police Department personnel with access to the systems to assess the implementation of the acquired software. Results from this study will glean further insights into the offender’s reluctance to receive services and the acquired software’s ability to provide actionable intelligence. This research entails the integration of intelligence-led and predictive policing in conjunction with the focused deterrence approach.
