While darknet forums have long been key to the distribution and trade of illicit goods in cyberspace, the encryption-based messaging platform called Telegram has only recently gained popularity among cybercriminals. Our study is the first to systematically describe the key characteristics and differences between darknet forums and Telegram channels focused on online fraud. While darknet forums show significantly higher stability over time and remain more versatile in the kinds of illicit opportunities offered to motivated offenders, crime-oriented Telegram channels offer several advantages, including far greater volumes of cybercrime-relevant information supplied over short periods of time to those seeking to engage in illicit transactions. Our findings provide necessary information for policymakers and law enforcement seeking to develop targeted strategies for combatting cybercrime.
