Across the United States, the recruitment crisis among police departments is a continuing and problematic consideration requiring creative solutions. Such solutions include creative problem solving to fill roles traditionally held by sworn personal, with an increased reliance on professional staff, where traditional policing may not be necessary to achieve the roles’ goal. This study will qualitatively evaluate the implementation of a novel Professional Staff Investigator (PSI) position at a large Southwestern Police Department. This position seeks to provide support to and fulfill many responsibilities traditionally achieved by the sworn detective. Researchers conducted a series of focus groups and follow-up surveys with current sworn detectives, detective sergeants, and the newly hired PSIs in the department. Results provided a number of distinct themes and recommendations regarding the implementation strengths and struggles, and the perceptions of detectives and new hires regarding the newly formed position. Results also illuminated a measured change of perceptions over time, following initial hiring and implementation of the program. Findings will contribute to the development and integration of implementation science within the public sector.
