Urban gun violence clusters in persistent violent hotspots, disproportionately affecting vulnerable communities and exacerbating the disadvantages faced by historically underserved neighborhoods. A Holistic Governance approach to public safety involving police-led Place Network Investigations and city/community-led responses to block crime opportunities in these locations has shown (1) promising reductions in gun-related violence and (2) reported safety and quality of life improvements. This presentation focuses on the processes and outcomes associated with a multi-jurisdiction PNI implementation effort. We describe the model, discuss implementation barriers and facilitators, and present quasi-experimental evaluation findings. We explore emerging theory and policy implications stemming from the evaluation, as well as lessons learned regarding the importance of pre-implementation organizational capacity building to ensure effective strategy implementation and sustainment.
