A Safe Harbor, Evolving Shores: How Effective are Safe Harbor Laws? - CANCELLED

Abstract

Laws related to domestic minor sex trafficking (DMST) and commercial sexual exploitation of children (CSEC) have rapidly been enacted by both federal and state governments over the last two decades. To elaborate, the first Safe Harbor Law was enacted in 2008, and currently every state but one has such a law. While common, these laws vary and may not comprehensively or consistently address the problem of DMST and CSEC. Nonetheless, all Safe Harbor Laws are intended to assist survivors. Due to their importance, it is essential for policymakers and stakeholders to have a good understanding of their development, key provisions, and effectiveness. To contribute to the knowledge base of Safe Harbor Laws, this paper reviews the history and status of Safe Harbor laws in the United States, including their key provisions. In addition, we examine prior literature to identify the challenges and gaps to effective Safe Harbor implementation. We conclude with suggestions for future directions related to DMST and CSEC policy.
