Implementing a Problem-Solving Framework to Enhance Community Safety: Lessons Learned from a Large Municipal Police Agency

Abstract

As law enforcement agencies across the United States develop problem-solving frameworks to address the complex issues of their communities, their efforts can be supported through the review and analysis of data to inform practice. The National Policing Institute partners with law enforcement agencies in their implementation of CS360 – a model for police performance management founded upon data analysis and collaborative problem-solving to create a robust accountability infrastructure in the identification and management of persistent community safety problems. This presentation will highlight NPI’s partnership with a large, eastern municipal police agency in their implementation and assessment of the CS360 model to enhance collaboration across stakeholders and community safety. The challenges and successes in implementing CS360 will be discussed and recommendations for building effective problem-solving accountability frameworks in other jurisdictions will be considered.
