The push to transition law enforcement agency crime reporting to the National Incident-Based Reporting System (NIBRS) began in 2015. The FBI set an initial transition deadline of January 1, 2021, for all agencies to report to NIBRS. At the deadline, NIBRS-reporting agencies covered 72% of the U.S. population. By the end of 2023, NIBRS reporting agencies represented 84% of the U.S. population. Continuing to increase participation is integral for producing accurate national (and sub-national) estimates of crime. This presentation will provide an overview on NIBRS reporting, including the representativeness and quality of the current reported data and the methods incorporated into the robust and adaptive estimation system established to produce national estimates of reported crime and arrest. Presenters will discuss the most recent NIBRS estimation data from the new reporting series, Crimes and Arrests Known to Law Enforcement, 2023, and several federal efforts underway to make reported crime and arrest data more accessible to the public.
