The Early and Continuous Access to Counsel (ECAC) study centers on the implementation and impacts of counsel at first appearance and quality public defense representation in a selection of general district courts in the state of Virginia. Collaborating closely with local stakeholders, including public defense, the judiciary, law enforcement agencies, and prosecutors, this team developed a tailored model for each participating jurisdiction. This presentation explores the journey of implementing this innovative approach, shedding light on the encountered challenges and celebrated successes, and providing instructive lessons learned through implementation.
The evaluability assessment played a pivotal role in ensuring strategic site selection, while the collaborative model development process fostered court system actor buy-in and engagement. We will delve into the complexities faced during the program's initiation, including logistical hurdles and stakeholder buy-in while maintaining the design rigor of a randomized controlled trial. The presentation will describe the process of developing and implementing a local counsel at first appearance pilot in our partner jurisdictions, implementation processes and metrics to ensure fidelity, and lessons learned. By sharing our experiences and lessons learned, this presentation aims to contribute valuable insights to the broader criminal justice community.
