The Operational Challenges with Use of Force Data

Abstract

When the investigation into the use of force practices of the Bakersfield Police Department was launched, BPD provided investigators with a great deal of information on the use of force incidents. The investigators then analyzed the data and rendered their findings. The outcome led the organization to question the substantive conclusions of the investigation. This paper discusses the specific challenges and issues that the Bakersfield Police Department identified and the processes that have been put in place to enhance the validity and quality of the use of force data collected and reported by the organization.
