Creating Independent Review Processes to Assess Use of Force Incidents

Abstract

It is also important to have an internal, yet independent, group reviews the use of force incidents. The Bakersfield Police Department has created an inspection process whereby, monthly, incidents are reviewed by a group of subject matter experts. The incidents are reviewed for opportunities to improve officers’ decision-making, tactics, or skills—before, during, and after the incident—could be improved. Additionally, the review looks for the needed changes in training and policy. This paper presents information on how the group functions and the results of the inspections for 2022 and 2023.
