Assessing the Effects of External Oversight on the Use of Force

Abstract

As the Bakersfield Police Department works to enhance the use of force policy and procedures mandated by the external monitors, we would expect to see changes in the practice of use of force. This paper examines changes in the use of force between 2022 and 2023. Beyond considering the change in the use of force incidents, we examine the maximum level of force used during these incidents. Specifically, we consider various situationally relevant factors that should be associated with the maximum level of force during an incident and if there are changes between the two years after accounting for these factors.
