Currently, there are over 4,000 treatment courts in the United States, with adult drug courts accounting for almost half (National Treatment Court Resource Center, 2023). Since the inception of the drug court model, phases--stages in which individuals “graduate” from one level to the next--have been a consistent component. Despite their widespread use, there is little evaluation of or evidence regarding phase use. The current research looks to fill this gap through a qualitative analysis of phase use, as it is defined and outlined in adult drug court official policies and procedures. The findings from this study inform the context of how phases are used, adherence to best practices and the therapeutic model, and other factors related to movement through the drug court model. The current study is crucial to understanding, informing, and improving the use of phases across adult drug treatment courts in the United States.
