Theorists have noted the importance of guardians to maintaining order in places. In particular, Cohen and Felson highlighted the role of capable guardianship. However, measuring the dynamic space-time population and residency status of micro places and their users was difficult and expensive. Mobile phone location data offers a new opportunity to identify the number of people present in an area as well as whether they are residents or nonresidents. This study counts mobile phone ids in places and whether they are residents or nonresidents. Social structural controls as well as 311 calls related to disorder and land use are used to evaluate the role of resident versus nonresident population on assaults, thefts, and vandalism incidents in micro area units.
