Abstract

This paper delves into the cultural perceptions, legal frameworks, and emerging discourse surrounding cannabis regulation in Japan, particularly within its entertainment circle. Despite Japan's reputation for strict drug policies rooted in cultural norms, internal debates on cannabis reform are gaining momentum. Drawing on qualitative analysis of legal documents, scholarly literature, and media sources, the study examines the historical context and societal attitudes towards cannabis use within the entertainment industry. It explores the factors contributing to Japan's continued criminalization of cannabis, including concerns over public health and safety, as well as international pressure. In addition, the paper investigates the nascent discussions on policy reform, such as decriminalization or legalization, within Japanese society and government, with a specific focus on their implications for the entertainment sector. By shedding light on Japan's complex approach to cannabis regulation within the context of its entertainment industry, this paper contributes to the understanding of drug policy dynamics in East Asia and underscores the importance of considering cultural factors in policy debates surrounding drug legalization and reform.
