Implementing the Neighborhood Policing Plans Project: A Process Evaluation

Abstract

In 2021, the Baltimore Police Department and the Mayor’s Office of Neighborhood Safety and Engagement launched the Neighborhood Policing Plans pilot program. The initiative facilitates a collaboration between the police department, city agencies, community-based outreach organizations, and residents to address the criminogenic challenges in their neighborhood. The focus of this collaboration is to address both immediate violence and quality of life issues in these neighborhoods, and ultimately create conditions where these community-based outreach organizations and residents can engage in and manage public safety in their own neighborhoods. This study engages in a process evaluation of the implementation of the program in two pilot sites in the city, including the interagency collaboration efforts across the city and community. The findings provide insight to the successes and challenges of implementing the pilot program. These findings have practical implications for how city agencies, including law enforcement, can collaborate with community-based outreach organizations and residents to tailor public safety approaches.
