Gaps in Coverage: An exploratory analysis of Healthcare Access Upon Release From Prison

Abstract

Under the expansion of Medicaid under the Affordable Care Act, states have the option of expanding healthcare to people leaving prison. While incarcerated people are not eligible for Medicaid, there have been varying degrees of effort to sign up people for coverage while incarcerated so they have access to healthcare upon release. The consequences of gaps in coverage are both numerous and troubling. Therefore, the aim of this study was to explore state policies on healthcare coverage upon release from prison. A content analysis of state policies concerning healthcare access upon release will be explored, considering assistance in enrollment when one can access healthcare when released from prison, and if state correctional institutions provide medications or prescriptions upon release from prison to “fill the gap” in prescription coverage. Results will be discussed, and recommendations will be provided to improve access to medical coverage upon release from prison.
