Beyond Prohibition: Unraveling the Impact of California Drug Policy on Arrests and Public Health Trends

Abstract

This study examines the implementation of drug policy in California, focusing on the impact of criminalization and legalization of marijuana on drug arrest rates and admissions to drug rehab facilities. The study’s purpose is to analyze the effects of policy changes on drug enforcement practices and public health outcomes. Using a comprehensive approach, the study looks at historical trends in drug policy, including key legislative milestones such as Proposition 215 (Compassionate Use Act) and Proposition 64 (Adult Use of Marijuana Act). The research design involves an analysis of drug arrest rates before and after policy changes, as well as trends in admissions to drug rehab facilities related to marijuana use. Major findings reveal shifts in drug enforcement patterns following the legalization of medicinal and recreational marijuana, with implications for public health and social justice. Racial disparities in drug arrests are also addressed, highlighting the need for equitable policy reform. Through a critical examination of policy implementation and its consequences, this study contributes to a deeper understanding of drug policy dynamics and informs future interventions aimed at promoting health and justice in California and beyond.
